Guitar Neck not giving enough relief

Even though I have the truss rod loosened and use 10-46 strings.

The neck stays very straight and does not want to give me any relief.

Not very good for the set up.

Any advice/ideas?

Is this a BiFlex type truss rod? This type of truss actually begins to decrease relief if the adjustment is turned too far the other direction. Make double sure the rod is not putting on any tension in any direction. Go to yet heavier strings and leave the guitar neck leaning up against the wall instead of in a case or on a stand. It might help but this a difficult problem to remedy if the truss isn't appling any tension against the string tension.
