Well, you can ask high and allow yourself to be talked down.
Still, that's steep. But there's plenty of gullible folks out there.

I may as well buy it. It'll go well with the guy out at work selling his Ibanez tbx150h for $550.

I'd have no shame in low balling either at $100.

Some local dumbass is selling a $100 for $90. He claims that it’s a $30 savings once you factor in shipping.

It’s been available for some time.

I told the seller i had a vintage Peavey T-60 valued @ $3500 and did he want to trade.

He got mad.

Some people have no sense of value for things. Or they don't understand how market value works. For example, if something sold for $500 20 years ago, why can't I get $500 today for it?

This.
A few years ago I helped a woman I worked with find a starter guitar for her daughter. Local shop had a really sweet Squire Strat for something like $65. I just casually said "if she changes her I will buy it."
A couple months later she says daughter has abandoned guitar and wants to sell it to me...for $200! She's including full retail cost of strap, strings, crappy little amp, etc.!
I tried gently explaining that those items do not retain their full price value once you walk out the shop door but she was firm. As far as I know she still has it in a closet somewhere.
