You may need to sand it quite a bit, but it will eventually stick. The coating that prevents oxidation also prevents solder from sticking. Pick one small area and sand it a lot, then try again.

Is it a trem guitar, then the ground is soldered to the trem claw
if not the ground is just layed underneath the bridge and the tension of the bridge on the body holds it in place

That's been my experience with Fender-style guitars, too. The LP-style guitars evidentally have a bare copper wire inserted in the hole where the threaded bushing is inserted for the bridge or the tailpiece.
Of course there is more than one way to skin a cat (or roast a dog- must offer equal opportunities to our pets! )
