Help: Mystery lug found when changing pickguard!?!?!

So I am taking my strat from a SSH to HH and moving the pots and switch to the new pickguard. When I unscrewed the switch and pulled it, a wire soldered on one end to the second pot housing (neck tone pot) has a circle with teeth inside soldered on the other end. It appeared to have come off the 5-way switch. As I look at it, I think it should fit the center piece of metal that rotates on the plastic side of teh switch.

But I have tried putting it back on there, and I cannot seem to make the teeth stick inside it. Is this where it belongs?

Sounds like a lock washer that is being used to ground the switch.
It should fit between the switch and the underside of the pickguard.
