I resolved the issue with the seller..

.. bought a 500 watt step down transformer (from a specialized transformer store that was recommended by a lot of folk on a local A/V forum), ran the amp a couple of hours last night, cranked it a bit for an hour & a half or so this morning and all appears to be fine. No overheating transformers/noise/hum/vibration/bias issues...nothing (so far :p)! Everything works as it's supposed to. It sounds downright amazing too... people bash these amps (Bugera's) and I'm sure they've had reason to when it comes to the initial snags/QC issues, but man, as far as sound goes...this is a sweet...sweet sounding head!! I could'nt believe the tones I was getting out of it, stock tubes & all. ....Insane :D

I take my old Deluxe Reverb amp to Europe and use a voltage transfromer/converter by ACUPWR. It's made in the US and guaranteed for life. Told it won't blow up like the cheapo Chinese voltage converters that come in those black boxes. So far so good. Found it on Amazon.
