You can have whatever scale you want, as long as the frets are placed properly. 1st fret placement is calculated from scale length, and then each successive fret's placement is based on where the fret before it was placed. If your fret placement doesn't match the scale length, you're in for some "interesting" sounds as you move up the neck.

the 'speaking length' of a string is always slightly less than the measured free length.

Dunno if this helps since the questions was so vague.
