All you need to make a record is a mic, some tape and maybe some bad reverb...

To get started on a computer, you need a computer that's up to task. Something fast, with lots of ram & harddrive space, and really... a separate drive for files and one for the system & programs.
You'll also need some kind of interface... I/O with converters and probably a mic amp... ideally it'll have some kind of monitor/speaker control as well. Otherwsie that could be another box. And then software...
And a microphone.
At the least, it's a few hundred bucks for everything... up to thousands of dollars for a single piece of gear, like a pro level converter or even the software.
You could/should maybe also look into a standalone box like a Tascam or Yomama portastudio w/ CD burning.
Usually not much of a learning curve with those... sometimes just getting the DAW/computer to run can be a hurdle...
If you're really computer savvy you might not have too many problems... but dealing with latency & clock issues, pops & clicks can be a drag. Even when you know what's up... Not to mention all the other maintance that goes into keeping a system running...
