Industrial pedal board . . . help needed.

. . . quick question.

Think early (1990's) Nine Inch Nails guitar sound.
What would you recommend I should look into ?
By that, i refer to dirt and modulation pedals.

Not sure about pedals, but I remember reading somewhere that Reznor used a little zoom 9030 half rack unit straight into a PA and bypassing cab sims for a lot of his harsh white noise type live stuff back in the 90s. I bet you could pick up the little zoom pretty cheap these days.

I am doing something like that on the new album I am using a gated delay and of course copious amounts of gain.

Boss Metal Zone and Hyper Fuzz if you're going the pedal route, but Trent was known to do some very non-conventional things and typically didn't use pedals and amps in the normal sense to create the '90s NIN sound.
