Is there a headphone amp with speaker IR's?

I'm looking for a good transparent headphone amp with IR's for silent practicing. I plan to use it with my amps plugged into a Mesa Powerhouse attenuator set as a load box. If not IR's what about a cab emulator?

What are my best options?

Boss IR-2 can do what you want. I've had one on my short list of things to buy. A friend of mine uses one both to go direct to PA and as a headphone amp. Both streamlined and verstile

Do you plan on practicing with backing tracks from your computer/iPad?

If so, you can use a usb audio interface and run a software IR loader. I managed to have my Axe IO One working with my iPhone 15 using usb-c.

If not, Atomic Firebox mk2 is an IR loader with headphones, it may also be your amp. I never used mine with headphones yet.
Two Notes Cab M, Engl Cab Loader, Boss IR-2 and IR-200 are some examples.

Depending on your need, you can capture your current amp+speaker using a ToneX pedal and just use it after for silent practice, and other purposes, but we are heading somewhere else.
