Is this a ground?

Hi. I am rewiring my Ibanez and found this wire under the single coil pup. There is a ground that goes to the bridge. I have heard of a ground wire mounting to the truss rod but not to the body. Should I tie in this wire in to ground sysyem of the guitar?

That wire is grounding the cavity screening paint so that it can act as shielding around any single coil pickups.

I wish that somebody at Fender Japan had bothered to do this on my Jaguar re-issue!!!
