Practically, the low-pass / hi-cut effect of the tone cap affects the resonant peak only when the resistance of the pot is set very low.
One can put a jumper instead of a tone cap: it won't change how the tone control works until it reaches 3/10 or less...
On guitarnutz2, one can find schematics of tone controls WITHOUT caps, therefore: a 4.7k resistor is just there to avoid the tone control to behave like an abrupt volume pot when set @ 0/10...
Not saying caps don't do no differences: when I switch from a 22nF cap to a Q filter with a 250k tone control set full up, I hear it (and my frequency analyzer shows differently shaped hi harmonics, as it does with different caps). But functionally, the load of a tone control is not denied by the tone cap: a 500k volume and a 500k tone effectively give a load of 250k.
It can be checked through a simple 5spice sim if needed.
