How much of a volume drop is gonna vary depending on the tube & circuit it's in.
Some of the modern starved plate designs in cheep 'toob' preamps & stompboxes from Digitech, ART, Presonus & the like don't always subscribe to that because the tubes are operating WAAAAAAY out side the normal & designed operating range... as opposed to a "real" design where it might see about +/-300 volts at the plate.

You won't blow anything up by swapping them around unless the tube itself is caked so go for it!
