Reminds me strongly of the solo work of ex-Japan frontman, David Sylvian. Specifically, his second album, "Gone To Earth". (Robert Fripp and Bill Nelson guested on selected songs.)
+1 for the drums needing to be louder but still unobtrusive. (Roll off some top end and go for an Early Reflections reverb treatment.) They need to be felt more than heard, if that makes sense.
Without wishing to seem negative or derogatory, the vocals need more "personality". Sylvian, for example, has a trickbag full of vocal nuances that he uses to good effect. His voice is immediately recognisable. I'm not suggesting that you hit the whisky and ciggies. Just turn up the compression and "work" the vocal mic a little harder.
