It's not % it's decibels, which just happens to hover near a value of 100ish for 12" speakers...
And 100 ain't anywhere near max (not that there is a max to the scale....hydrogen bomb ground zero, or huge meteorite impact, whatever the value, would probably be max real world though)
But yeah the 30w would be louder, if measured and spec'd by the same brand. Otherwise, who knows.... speaker watts ain't loudness, but rather the maximum amount of power the manufacturer rates the speaker for. Go over that and it's supposed to blow more often than not. Or something...
30w would also be more likely to distort earlier, PROBABLY, but again if made by and rated by the same folks... if not? Anybody's guess, one could be like those cheapo chinese car stereos with 1000's of rated wattage that look like theyre made of recycled basketballs, distort like a mother, and can't hold a candle to a 20w tube amp in volume...
