Buy a used Crybaby, take the top of the pedal off, adjust the pot where you want it, and just use the switch that's already there.

I suggested it because I know he has one and I know that you can change it from automatic to footswitch operated. This means that he could set it in a cocked position and just turn it on and off.

a bunch of us have said "get a wah pedal and pull the rocker off" then you are left with what you want. a non adjustable on/off cocked wah pedal for cheap.

Any solution simply won't work, as the 'cocked' part of the wahs travel changes dependant on where on the neck your playing.
ie you need a different sweet spot in the 1st position then you do at the 5th 9th & 12th fret etc.

This is why I don't understand the idea of leaving it in one position. As soon as you're out of the sweet spot, it sounds muted and dull.
