Need some help with pot values...

I have a Telecaster with a Fralin P92 humbucker in the neck and an OC Duff Plankster single coil in the bridge.

The switch and the pots make a lot of scratchy and ugly noises. Have tried to use contact cleaner, but to no avail. I figure I'll just swap out the switch/pots. However, I am very unsure of what the pot values actually are. There's a lot of solder on top, so I can't figure out if they are 250K / 500K. There's a cap on the tone pot, I don't really know anything about it, but it says ARCO 022m 50v. From this cryptic info, would anyone venture to take a guess at the pot values I should go for here? The schematic of the hot wire is as follows (volume pot in middle, tone on the bottom):

Have you tried Deoxit? Far superior to old style contact cleaners.

The pots are almost certainly 250K, and the tone cap is .022uF - we generally use a u in place of the Greek letter Mu, which looks like this: μ
 
If all pots crackle, it could be also a defective amp or the first pedal. The first cap in an amp or the pedal should filter the DC out of the signal. This DC causes a static notice when turning the guitar pots.
