One of my 12ax7 looks strange

It has turned milky looking at the base about 1/2 up from the base. It has kind of a light blue color. It is only a couple of weeks old. Is it going bad?

I just scored some used GT 12AX7s. Any opinions on them versus the JJs I have in there now.

Yep... thats a sure sign of oxygen leakage inside the tube. If it was brand new its probably still under a warranty of some sort... you might be able to get a refund.
