Only preamp tubes need rebiasing when replaced right? I'd need to replace ALL the tubes in my amp, but I only ever use the power amp (there's a POD through the effects return). If so, I could just buy the 2 new power tubes and place them, and all noise should be gone when playing through the effects return right? Thanks :)

You have it reversed - only POWER tubes need rebiasing. AFAIK, you can swap preamp tubes all you want without any other modification.

Noise can be due to other things like ageing electrolytic filter caps, but it's more likely to be tubes. Just something to consider if it's an old amp.

Question: If you buy a pair of "matched" power tubes, does your amp still need to be re-biased?

Yes unless you get the same tubes based on a scaling system like groove tubes has.

It's a good idea to occasionally rebias the amp while the same tubes are in them. They can drift after a while.
