The metal spacer conducts the magnetic field of the bar mag to the screws. But how is the magnetic field conducted to the slugs if the spacer the coil sits on is solid plastic or wood?

The reason that the spacer for the screw coil is metal is it can be threaded to accept the screws without striping becomeing a major issue. The Magnetic field is conducted to the poles, slug or screw by their proximity to the mag. The plastic spacer is just to support the slug coil at the same height as the screw coil.

I'm pretty sure that the slugs extend through the bobbin and touch the side of the magnet (the screws are narrower and need the metal spacer). If they don't touch, then they're pretty darn close.

Can the slugs safely be removed and replaced by screws without damaging the coil?

Yup. Have to glue in 3/16"x 1/2" nylon inserts to hold the screws in place- slightly enlarge the top of the bobbin so the screw head can be lowered flush-
replace plastic/wood spacer with metal spacer with holes (50mm standard spacing-52mm fender spacing) -put bucker back together and hit it with a hairdryer to reset the wax or repot it.

It's late, but I think your good to go after that.
