Pickup Volume Mismatch/Replacement Pickup Suggestion

I sold an 87 Kramer Stagemaster to my brother 7 years ago and just bought it back. Still amazing instrument. It has a JB in the bridge and I am pretty sure the neck has an SSL-1 Vintage Staggered (label reads 1R as per the label page, 1 is for SSL-1 and R is the name of who made it. It clearly has ground bevels on the rods as you can see the marks and has the vintage white and black cloth wire).

So my issue is that there is a HUGE volume difference between the JB and the single coil. I do not recall this problem. I think the pickup may be shorted or something. I looked over the electronics and it is spectacularly done, I checked for current all around and it has to be the actual coil.

So, am I crazy? Would the mismatch be this bad? When I turn down the tone control I cant hear the single coil. The wiring schema is single coil white wire to 3 way and JB black wire to the other side of the 3 way and the middle goes out to the 500K volume. There is a treble bleed across the first two legs and then it goes across to the standard tone control with .02 cap, everything out to the jack.

My other guitar has a Custom Custom in the bridge and a PRails in the neck. The Prails single coil has less DC resistance at 5.6K while the SSL-1 has more at 6.5k and the Prails single coil is loud and proud and works well, for my tastes, with the Custom Custom.

Anyway, just want to reassure myself I am not crazy.

I also wish to ask for help on choosing what single coil to replace the SSL-1 with. I just wanted to make sure I wasn't crazy first and that I do not have to change to a single coil humbucker like Cool or Hot Rails or some of the stacked ones.

Thank you for your time guys.
