Or they have their power valves biased from the factory at a stupid low dissipation levels and go, "Yeah I can really hear the difference in break up between 5881s and 6L6s." Not realizing all of their distortion is from the preamp and they never push the master volume past 2.

At my apartment all I can do is take the master up to 8, then raise the preamp to maybe 1 and get a super chimey clean sound that way.

But actually getting it to distort? Not gonna happen anytime soon here. :(

right. even with your master dimed, you still need your preamp levels hot enough to slam the power tubes

You can still get power amp distortion at tolerable sound levels without using attenuators or any of that crap. Just use an inefficient power section (like a single-ended class A amp) with inefficient speakers and you'll easily get distortion. Most people just buy the wrong amp though for what they are actually trying to achieve. Still, a lot of times people forget that the sound they have in their head can still only be achieved by sheer volume, as perceived frequency curves change with volume.
