Note I'm talking about new caps here, not just testing old ones. The latter is easy, charge 'em up with a 9 volt battery and see if they give you a shock

Yes its possible to test for capacitance. You just have to buy a meter with capacticance testing capability. Meters with that feature are a little more expensive than meters without it.

Harbor Freight folks. I got a free multimeter from them using a coupon on the back of their ads. If they don’t have the coupon, they are cheap enough and work well.
