Yeah. Bass absorption is more effective placed in the corners, in that pic you can see that the guy has filled the corner of his room up. If you can fill all four top to bottom and then stick a few panels around the room you can get it sounding pretty even despite the concrete. Less bright reflection, no boom . . . just a nice even sounding response for your amps/acoustic guitars.
You can buy expensive foam or acoustic panels, but OC703 performs as well as anything I've seen published specs for. Building rockwool panels is pretty easy to do, you just need a saw, screwdriver, and staple gun . . . and it works way better than blankets, carpets, and cheap foam. (I used to record in a concrete basement and tried pretty much all of those methods first. Not only did it not work, but the wife got pissed that I had all of our bathroom towels taped to the basement walls.) Best part about building a few panels is that they're easy to move, so you can stack them around your singer in a makeshift vocal booth if you want to do a completely dry vocal track, or you can remove a few from the wall if you want more room sound.
