Can someone confirm that in the description, the only issue mentioned is a damaged preamp tube and that the amp is fine itself? So all I would have to do is replace that preamp tube and I should be golden?

The damaged tube is the rectifier tube, not a preamp tube. But, he only means the locator pin on the tube is broken, electrically it is fine so the amp works fine.
