Not really, unless you build one out of parts. TOM bridges require a 10 degree angle in the neck pocket, which is probably why you don't see them too often on Strats.
You could also recess the TOM instead of gong with the 10 degree angle. I am considering experimenting with that. I would love to have a TOM on the next strat I build.
I've always wondered why Fender's never made one. At least they haven't to my knowledge anyway. I know I'd play my Strat alot more if it had a t-o-m bridge on it. I hate their bridges. They're just uncomfortable to me.

I'm just the opposite. I'm way more at home with a Fender style low profile bridge. It was quite an adjustment to learn how to palm mute a TOM. I still say if you are gonna build a hardtail, go sting-through or go home!
IIRC the 10 degrees more likely refers to the headstock angle, not the neck pocket. I don't think I've ever heard of a neck pocket needing more than a 5 degree angle - usually more like 2-4 degrees.
How about a Thinline Tele with a T.O.M.? Take a look at the TC 90 Tele. Set neck and a TOM.
Rick Derringer had an old Strat that he put a TOM on...I personally don't see the point but what ever works for you guys...in truth if a Strat did not have a tremolo I wouldn't play one
