A .002 mfd capacitor wired in the ground to the strings parallel with a 220 k resistor will eliminate the potential of a lethal shock without affecting the hum reducing function of the string ground.

how do you ground the strings without getting that effect where you get less noise when you're touching them?

A proper shielding job will reduce the overall noise level. It makes little if any difference if I'm touching the strings or not on my Yamaha, but there is a noticeable diference with my 335, which isn't shielded.
