Are we talking Fender type or Gibson type?
I would let some Kroil soak in the nut overnight then try to gently rock it back and forth until it is loose. If it is stubborn still give it another application of the Kroil and let it sit another night.

I usually try heat to loosen things up; it can break adhesives free and release moisture from wood to lubricate things.
Don't do this while the Kroil is on there, BTW, or you'll have a Bar-B-QCaster on your hands.

As a last-ditch effort, after you try the Kroil a couple of times...cut the L off an Allen wrench, so it is a straight bar. Insert it in the nut and give it ONE GENTLE tap with a hammer very gingerly. I can not stress, do not wack it, you are just trying to knock it free a bit. Hit it very softly and lightly. This should open up the threads allowing you to get the nut moving, if not it should open up the threads enough for another application of Kroil allowing the Kroil to penetrate deeper.
Also when you apply the Kroil hang the guitar upside down so the solvent drains into the threads of the nut.

Thats heat treated tempered steel, no easy cut.
Are you using the long end of the Allen tool for leverage or short ? Should be long.
Being Chinese there is no guarantee the neck was even built w/a functioning TR.
I cut them all the time with my Dremel. When I get an allen wrench with a bookshelves or piece of furniture, I always cut it and then stick it in the chuck of my screw gun to speed up the job. I am not suggesting he cut one from a nice set, but most people have some cheap ones in the junk drawer leftover from projects.
