Tele Volume problem

So my parts Tele has a weird issue.
Sounds fine volume has a nice taper.
BUT...when you roll to zero it wont silence.
Wiring looks fine to me.
So as you all will think.......Bad Volume Pot...right?....Well i replaced it with an Allparts 250k audio taper. AND....same thing.
Any ideas?
I mean i been using it this way. But decided to mess with it tonight, whats going on?

i find thats usually a grounding issue, got a meter? ya got a leak somewhere.
 
Ill go through and check continuity at all my ground points.
Its pretty highly unlikely I over heated a pot. I have been soldering allong time and alot of it. Sure anythings possible.
Another thought. Possibly when i curled the outter leg of the volume pot up to ground to the pot housing...maybe I broke contact with the pots ring.
 
So i checked. I have continuity at all ground points.
I have a reading accross the outter lugs of the pot.
From ground to wiper with volume completly off I have .03k
My meter is a POS Harbor Freight $7.99 junker that I dont trust cause readings bounce in the low ohm settings( My good Knight DMM meter died after many years) I Had it on the 20k setting.
I might just leave it be. I Inheritated the guitar from my dad. It did this when I got it and still doing it with new pot. Maybe he dont want it to turn down....and really it aint hurtin nothing

I'd still try Deoxit, or contact cleaner. If you don't want to pay for those, then a little alcohol. Then twist the knob back and forth several times. I've seen it fix that very problem many times.
 
And the winner is ehdwuld....with his hit single " Reflow the solder joints you dummy". 🤣
FIrst I realized why am I testing a 250k pot with the meter on 200k...🙄
Then I unsoldered the lead to the switch to take the pups outta the equasion. Tested the pot wiper to ground leg 000( with pot all the way off) checked accross ring 268k......pot good.
Reflowed the lug to shell joint and the main ground wire cluster and resoldered the switch lead and there it is. All fixed.
