That sort of toggle wouldn't really be feasible as a foot pedal, but maybe something wah styled or perhaps a spring-loaded momentary switch to select the delayed signal ('present' when the switch is up)?

That is really cool. I think a momentary footswitch would be the way to go. Loop-master make a loop box with a momentary switch. You could put your delay into it and set it to 100% wet and have the same effect if you can build up enough foot speed.

I think as a guitar-mounted (momentary?) device, this would be great. No need to have it on a table, really. As a CONCEPT, however, I applaud his kind of ingenuity. The only two guitar players that spring to mind immediately when I think of truly innovative delay use are Brian May and Nuno Bettencourt. This enters a slightly different realm with the delay being a full 4 beats behind. It would also be great to be able to adjust the delayed signal, which I guess is simply a function of what kind of delay you are using.
