Try taking one or the other off the tone pot. Actives use a 25k ohm pot while passives need 250k-1meg. If you use a standard 500k pot for actives, it acts more like a switch. At least the volume does. I would leave the active connected to the tone pot and have the passive just go through its own volume. That should quiet down that noise.
