Truss rod won't loosen any farther?!

Hey, All.

Not sure if this topic belongs here, but ... :

I need to add some relief to a neck (slightly convex), but I ended up loosening/removing the adjustment nut with no other result.
The nut and rod threads are not stripped, thankfully.
My guess is that the previous owner(s) cranked down the truss rod too much.
The washer (17th fret, maybe?) has mated itself to the end of the channel, I'd imagine.
Any ideas on how to get the "adjustment" to loosen up a bit? (just enough to help with first position fret buzz, nothing excessive)

Just had the same problem with an Ibanez neck that had the fretboard replaced ,With a cork sanding block under the heel and nut area I put the neck on my bench and used a g-clamp to put some forward bow in it ,I used a ruler as a straight edge to measure the amount of difference the clamp was making ,I put the clamp in the middle of the neck - around the 8th fret ,wound 2mm into it to start with then let it off to around 1mm of bow and left it overnight,I leveled the frets the next day but you may be able to skip this as I had installed new frets on the fretboard too which probably caused my back bow ,use the heaviest strings you would normally use and all should be good :headbang:
