With actual tube amps? I'm looking really seriously at investing in a tube-powered pedal and, being geeky as I am, I want to know what I might be able to do to change the tone if I wish, specifically by changing tubes.

+1. Feel free to swap tubes (with others of the appropriate type, of course) to your heart's content. It's just like swapping preamp tubes in an amp.

Yes, you can change toe voice and/or gain of a tube driven OD pedal by swapping tubes.

It's a tone issue, too. Not all 12AX7s sound alike. There's a lot of variance, especially when driven.
