Vai's "wah" at the end of "Tender Surrender".

In the last minute of Steve Vai's "Tender Surrender", he's doing something unusual with the wah. It seems more pronounced, and steadily increases going into the last seconds of the song. The notes almost sound like they're begging for mercy.

Anyone know what he might be doing here, technique-wise, to get that effect?

That sounds to me like careful manipulation of both the wah, trem bar, and the fact that he's playing octaves instead of single notes.
