The slide whistle I'd guess was a separate track at one point.....or was put on at the same time as a bounce to 1 final track. I doubt VH1 was done with a massive amount of tracks to work with.
If you look at the RHCP making of for the Blood Sugar album you can see them doing a whole lot of random instrument/percussion stuff afterward. I'd bet that's the sort of thing that went on for all sorts of tiny embellishments that you barely register.
The 'What makes this song great' series on YouTube is great for discovering all of the subtle tidbits.

Here's "Atomic Punk" tracks list (yes, the real deal):

That's just DLR's warmup, they mistakenly recorded it.

Maybe there's something to that actually (a larger scratch or bounce plan), and maybe that's the live bass and the retrack would be moved to 22,33 -because I've been in hundreds of professional 24 track analog sessions with some of the biggest rock artists (I was a pee on -so don't get too excited) and I've never seen many producers or engineers put final bass or bass drum or heavy organ anywhere but towards the tape edges to be safe... but you can see they did leave 1 and 24 for color tracks or SMPTE Timecode tracks -so it's clear they had a technique or plan.
