Vintage Stack for tele set volume issues?

I got my set installed tonight
The neck is MUCH louder than the bridge
I can't find my multimeter so I can't test but I don't know if I got a bum pickup or if that is normal?

I have gotten the neck as low as I can, I will need to somehow remove some wood to get it lower

Is that standard the neck being so much louder than the bridge?

A friend suggested I swap the black and green.
Right now the green and bare are going to ground and the black is going to the pickup selector.

That is generally a pretty balanced set...so my guess is that there is something going on with the bridge pickup here. Do you have a meter to check the DCR?

The first step would be to determine if it is working correctly. You can try to wire it directly to the jack and see if the output is different.

ok
i am using (on both pickups)
black to 3 way switch
red and white soldered and taped
green and bare grounded

neck 3way connection to ground is 16ish K
bridge 3way connection to ground is around 9k which is like half

i wonder if the pickup is bad?
it's new out of the box

Check the red & white on the bridge pickup because that isn't right. It should read 18k. Maybe just the bottom coil is working?

I tried to test them to ground and got zero
