Volume and Tone Pot Values

To what extent does the value of the volume pot effect tone? I'm assuming the tone pot has a much greater effect versus the volume pot.

For example, assuming you had a 250k pot and a 500k pot, which combination would produce the brighter sound: 500k volume / 250k tone or 250k volume / 500k tone?

Just a curious question. So far I've always used a single value in each guitar.

the volume pot has more of an effect, so a 500k volume/250k tone would be brighter
