How much should an average ash body strat weigh?

Swamp ash is light, under 6 lbs usually. Northern hard ash is pretty heavy, easily more than 6 lbs every time. FWIW, swamp ash is considered more musical and is the ash that Fender uses.

the guitar I'm thinking about is a Parts strat they have at the local store.

It's a clear finish, 2 pieces, nice type grain. It's either Alder or ash.

I'm trying to figure out if its ash because then i might buy it.

I do prefer swamp ash to alder, it has a little more spank/pop to it. Alder sounds good as a bright wood, but is a little more even sounding than the ash.
