What are my options for this headstock?

This is the Kim Kardashian of headstocks. I have a set of (hipshot) locking tuners for it, but its so swiss cheesed that there in no place to screw them in anymore.
I could get a set of Fender Schallers that would fit and cover everything, but right now the cash outlay would not be good.
I could wood putty the holes, and make them look somewhat ok i guess, but as far as being able to screw in screws, I've not had any luck with the wood fillers, and I don't think they make dowels that small do they? I don't want to use toothpicks either-thats lame..

^ Thats waht I should do ,yeah. I can get the Fender Schaller non lockers for much less, but if I use the stock Strat tremolo a lot, then I should get the locking tuners , correct?

to the hardware store with ya
get a 3/32 dowel and drill bit
and the aforementioned Titebond

open the hole to dowel size
dont go all the way through
glue in dowel
sand flush

let dry over night
screw what ever you like

over on Amazon the Fender logo Locking tuners are $48 right now

if you want to just put MIM set on until you save up

grover mini rotomatics, the 205 series.

you'll have to drill brand new mounting holes where there aren't any right now. and they will hold fast in their brand new holes, IF you don't completely butcher it, like you did the last time you tried to "fix" a neck and ended up throwing it out because of how badly/madly you massacred the poor thing. :P

or just save up for the schallers and don't drill anything.

Buy those Gotoh lockers in the classifieds. They are great tuners (locking and height adjustable), and don't need to use any of those existing screw holes.

Doesn't someone make a metal plate that covers all of the holes in the headstock except the big ones? It was made just for head stocks like this.

Dang! At least buy the neck some tuners before you go off and talk about drilling and plugging holes... ;)

Those bamboo kebab skewers fit. Cut the tip off the pointy end, jam the tapered end in with some glue, let it dry then cut em off and sand flat

I'd just dowel them and redrill but if you don't want to do it that way just go with the hipshot UMP setup...

Since I don't have any wood-working skills to speak of, I would probably toothpick it; but the best solution for me would be to take it to a pro luthier and have him clean it up with tiny dowels.

I would go with installing either locking Schallers or Sperzels, and a graphite nut.

Hadn't seen the Hipshot plate...looks interesting.
