This is the Kim Kardashian of headstocks. I have a set of (hipshot) locking tuners for it, but its so swiss cheesed that there in no place to screw them in anymore.
I could get a set of Fender Schallers that would fit and cover everything, but right now the cash outlay would not be good.
I could wood putty the holes, and make them look somewhat ok i guess, but as far as being able to screw in screws, I've not had any luck with the wood fillers, and I don't think they make dowels that small do they? I don't want to use toothpicks either-thats lame..

I would buy some oak dowels and wood glue. Fill the holes with the dowels and then cut them flush, sand and drill for whatever you like.

a set of standard tuners would cover the extra holes

just get some tuners

I just bought a set of locking Schaller tuners from The Stratosphere for $45 shipped! They're brand new too!!! You should check out their site!
