No such thing.
Kinda like asking what the most useless note on the fretboard is.
If your creativity takes you to a certain effect then it's needed. If it suits the song then it's not useless.
Also, I totally want one of those hand clapper things.

If your playing style matches with "in tune", then it fits.
I use tremelo all the time. I love the vibe-ish feel it gives to slow arpeggios.
One effect that definitely doesn't leave much room for creativity IMO is the damn ring modulator. I hate it.

I do not need a flanger. It is a great effect but it is useless to me.

i think flangers usually ruin a tone, but i have heard them used gorgeously both clean and distorted. ring modulators definitely.

I don't know about useless, but I have no use for:
Ring Mods
Tremolo
Harmonizers
...basically most pedals.
I have a couple just for a few specifics things, but only use a delay often enough to say I "need" one.

Once upon a time, I heard a clean guitar sound. I wanted that. Then a distorted sound. I wanted that too.
Then a distorted lead guitar with delay. I wanted that. And so on.
I've never had that happen with a wah-wah, and I've listened to them all.
I have no desire at all to own one of those pedals. They do nothing for me. They're just a gimmick IMO.
A harmonizer in the other hand... hell yeah.
