also most oftenly the spenditure of monetary resources ain't even worth the effort, the money that the SD company would pour in lawyers to shut down these scammer can be put to better use in research and development of new products that would greater benefit the company.

Servers in a non-friendly country aren't that easy to shut down. You can threaten that what they are doing is against the law, but if they don't recognize your laws, then it becomes...expensive to do much more.

What they dont pass thru customs? Fact is, the law enforcement people refuse to enforce the law because they are too busy doing "other things " . But I won't say it

There is no way to shut down the site they do not sell anything. Most of theses sites are marketplaces, think of them as virtual malls. You can't go after the mall owner if one of the stores is selling knock offs. The mall owner can evict the store which will pop back up in a week under a new name.
