What's a decent, REALLY small guitar cabinet for VERY LOW volume use? (Long-ish read)

Just go buy Rocksmith. You can use your small computer speakers or headphones and it had tons of amp, cabinet, and pedal models.

I have rocksmith
It's no better than a digitech pedal

Models are ok, has a drummer and a bass for a jam mode

Digitech does all that 8n a Trio pedal
Minus the amp sims

I think you are overthinking this.
Just get a roland micro cube for home practice and use your tube amp for band rehearsals and gigs.
FWIW most of my practice at home i don't plug in to anything.

I'm using a vox vt20x (combo 8'' speaker).
Its cleans are great even relatively loud.
Overdriven tones (which I use the most) are best up to conversation levels, above that it sounds like a buzzy mess.
It's my best solution for playing at home at volume lower than even conversation level, when the kids are asleep.
The best thing about this amp is not the tone but the feel and response.
It does feel like it is pushing air even if it is super silent and sags like a tube amp. This is very important to me.

I'm using some computer speakers from the headphone out of my Blackstar head now.

It's good. Better than my tube amp at living room volumes and I can put music through the line in as well.

Guess I was overthinking it a bit!
