dBpowerAMP is definitely still free, and a great program. You may be confusing it with the Power Pack, which costs some money and adds lots of options that you really don't need.
AudioGrabber is also great. (My other favorite.)
AudioGrabber, CDex, and EAC are probably the three most popular, and they are all free, but they are intended as CD rippers, that also incorporate mp3 conversion capabilities. But
all of the above mentioned programs need an external mp3 encoder to be able to have
full mp3 conversion capability.

here and just do some reading. Its about the best mp3 resource. btw - unzip that Lame file into whichever folder you install your "other" program into, whichever you choose. If you have any problems or question, just ask. I'll be happy to help you get this all up and running.
