What's the bast way to buff out a few semi-deep scratches in pick guards?

Yeah, I say to just get a new one. No matter what you try to buff/sand out, it won't look as good as a new one...and they shouldn't be too expensive if it is a standard shape.
 
If the scratches aren't too deep, or if it's just dull spots I've had good luck using Meguires ultimate compound. Just pull the pickguard off the guitar, splat some compound on and go to town with a rag. It works surprisingly well.

Yep. IIRC you play a Strat. The last Strat pickguard I bought on eBay was around $10. Personally, I would not change a pickguard unless it was damaged, to change the pickup configuration or color scheme. I might change it if I was selling the guitar. The pickguard will get scratched again the second you start playing again if it is new or buffed.
 
The reason these scratches bother me is that they're single deeper scratches and they are incongruent with where normal scratches would be.
 
I fully expect that's the truth.

You've got to buy a brand new guitar which you take a belt sander to yourself, or buy one which comes pre belt sanded by the factory (for an extra $500 or more, naturally), but playing your [grand]dad's Strat isn't cool.

Nucking futz.

No belt sander. I put the guitar in the car trunk with landscaping stones and drive around with it back there for a week or two.
