You have worn thru the thin matte finish.

Leave it, or if it really bothers you, sand it out with some 320 paper and finish the neck in Tru Oil.

I've had that on all the Ibanez guitars I've owned. The finish on those necks is very thin, at least on the cheaper models with maple necks.

Not to my knowledge. If there is a hardware store there, you should be able to get a can. Many craftsman years ago used to finish furniture with tung oil. Many purists who refinish antiques today still swear by it.

See if they can order you some.

Ayrton above suggested tru-oil. I am not familiar with that product, but if he says it is good I trust him. It probably is very close to tung-oil. He did suggest the correct sandpaper to use.

if you sand down to raw wood, you will need to do something to protect it

Necrobump!

I've got a bound Jackson neck with this same kind of funk, but it's only around the binding, it actually kinda looks like moisture got underneath the binding, but there's no mis-shapeness or anything, just discoloration. I didn't think it was a big deal, I've seen similar wear marks through the finish before, but not pretty much limited to around the binding.

Anyone got anything to say about this?
