It depends on the rest of the song. I use scapular notes to move around, but tend to try making up something melodic. Of course all melodies are based on scales, but I don’t just play a scale. That would sound like crap.
And lots of rock guitar is blues based, so you use pentatonic scales for that. I like to mix it up.
But the main thing is to use your ears. Try playing something that makes sense, and try to play what you hear in your head. You make it up as you go.
Try learning some solos off records to get an idea what they are doing. But you’ll eventually realize that no one is thinking about notes or scales when playing solos.

Many of the whole step symmetrical scales are what film composers use to make us uncomfortable -especially Horror and thrillers -and Kubrick films
-because when our brains struggles to find a root because the steps do not suggest a source or a way to ground the movement, due to a lack of predictable half steps into a root.
