Before I was into guitar I was into every type weaponry I could get my hands on, (I still am) and I have made a couple oversized (mounted with stakes) slingshots with surgical tubing I got from a random hardware store.

Don't use surgical tubing unless you're really really really wanting authenticity. Also, I've found that it was impossible to find. People think that you're wanting it to shoot up, so they don't sell it over the counter at medical supply stores/pharmacies. (I was asking for needles too, it was hilarious. I needed to inject super glue into a fine crack in a body.)
Go to a hobby shop (take along the screw you're using) and get Silicone RC Fuel Line. It won't get brittle like surgical tubing. It's also typically a few bucks per foot. One foot is WAY too much to use for a guitar, so you'd be set.

Since we're on the subject, is there any reason why people use this instead of springs, or vice versa? Tubing is easier to put on than springs, but I've never seen it on a humbucker.

Just to be vintage correct IMHO. I think it was easier/cheaper for Fender to use tubing starting off, than to get springs made for mounting pickups. Most things I've read by repair gurus say that the tubing doesn't work all that well.
