I voted for the wampler... But honestly prefer over those just a Dunlop mini fuzz face for an affordable one... if you want something way out there check out a ZVEX fuzz factory 7.. haven't played one but they sure look fun on the YouTube vids...
How are you going to use the Fuzz? The Wampler seems a bit of a "fuzz for dummy's". Set it up straight into your clean amp with your standard pedal chain and it does its thing. No impedance issues to worry about (overdrives, buffers and wah headaches, etc.) The Tonebender is much more along the lines of a traditional fuzz. You'll need to run it into an amp with a little grit to smoth those high overtones, and to realy get it to sound "good".
So if these two are the ones you are considering, the way you use them may be a determining factor.
Have had my Velvet practically since they came out - haven't looked back since.
To be objective, if you have a specific fuzz sound in your head that you're looking for, go with whichever one gives you that sound. If you're like me and go back & forth between different sounds, the Velvet is a great all-around choice. Go with your ears!
