I think he means that the shorter the scale, the shorter the distances between adjacent frets, which makes things a little bit crowded on the higher frets, If you have fat/thick fingers you might have issues playing on the 22th->24th frets, but I doubt this will be a problem.
And yes, 24 frets are nice to have.
