If I recall correctly, that's actual tape flanging. They would playback identical audio (in this case Clapton's guitar solo) on two synched reel-to-reel tape machines, and gently press on the plastic rim of one of the tape reels. This would slightly slow it down, creating the phasey sound on the record. This became known as "flanging" because the plastic tape reel was known as a flange. Allegedly, Clapton cut his solo but said it didn't sound "Beatley" enough, so they flanged it. If you want to recreate it, you'll have much less of a headache if you use a flanger pedal!
